Is it dangerous to be colloidal silver used in a Neti pot mixed solution?
I'm allergic to penicillin and sulfur if it makes a difference.

Effective? No, except for regular cleaning, which could be done with a simple saline solution. It can be a bit painful, but nothing that can not handle.
